Minutes March 9 2016

Town of Madisonville

Regular Meeting

March 9, 2016

7:30 p.m.

 

 

 

Roll call – the following were present:  Mayor Gitz, Councilmen Bounds, Pelloat, Ostendorf, Badeaux and Bouey.  Absent:  none.

 

Approval of February 10, 2016 minutes -  the minutes were approved on motion of Councilman Ostendorf and seconded by Councilman Bouey.  The motion carried.

 

Approval of January 2016 financial statements – the financial statements were approved on motion of Councilman Bounds and seconded by Councilman Ostendorf.  The motion carried.

 

Comments:  members of the audience will have two (2) minutes to make a statement at the outset of the meeting.  When the meeting begins members of the audience may have one (1) minute to make a statement about a matter coming up for vote on the Agenda – at this time Myron Bourg congratulated those who were recently elected.  Also, he stated that the Planning & Zoning Meeting April 5th will be on the height variance.  He stated that he would like to see the meeting information on the web-site so residents can see it.

 

PEC report – Mr. Harman reported the gas contractor is ninety-one percent (91%) finished and should be substantially complete in two weeks.  Also, there is an allowance for removing the old pipe and once substantial completion is given the removal can go on a punch list.  In order for this to be done the permit will need to amended.

 

Request by North Shore Louisiana Deaf Coalition, Inc. to hold annual Easter Egg Hunt and Crawfish Boil on Saturday, March 26, 2016 from 9 am to 5 pm and use of the shelter at the park that is fenced and are asking for rental fees to be waived – with the stipulation that the Coalition will be responsible for clean-up approval was given for use of the shelter at the park was given on Councilman Bounds and seconded by Councilman Badeaux.  The motion carried.

 

Requests by Madisonville Community Benefit Organization:  1.  To host the Jambalaya Cook-off on Saturday, May 7, 2016 on the north riverfront.  Asking that Water St. from Hwy 22 south to St. Francis be blocked off to traffic.  2.  To host Madisonville Crusin’ on the River Classic Car Show on Saturday, May 21, 2016 on south riverfront, north riverfront, town hall lawn and town hall with a rain date of Saturday, May 28, 2016 and are asking that fees be waived for use of the town hall as well as the cleaning fee.  3.  To host the Annual Crawfish Boil & General Membership meeting on Thursday April 28, 2016 on the north riverfront from 6 pm to 8 pm – 1.  On motion of Councilman Bounds and seconded by Councilman Badeaux the date will be held until the 501c3 papers are presented.  The motion carried.  2.  It was decided to hold the date until the 501c3 papers are presented.  3.  Victoria stated that the crawfish boil is for the Chamber who is already has their papers.  Approval to hold the crawfish boil was given on motion of Councilman Bounds and seconded by Councilman Badeaux.  The motion carried.

 

Estimates to remove Coast Guard Shed destroyed by tornado – the following proposals were presented: 1.  Baker Pile Driving & Site Work, LLC - $59,500.00; 2.  Casey Civil - $74,500.00; 3.  Davie Shoring, Inc. - $52,000.00; and G & G Dozer Service, Inc. - $42,000.00.    Approval to accept the proposal from G & G Dozer Service, Inc. in the amount of $42,000.00 was given on motion of Councilman Bounds and seconded by Councilman Badeaux.  The motion carried.

 

Announcement that the STMA Crawfish Boil scheduled for April 20, 2016 – approval to hold the STMA Crawfish Boil on April 20, 2016 was given on motion of Councilman Badeaux and seconded by Councilman Bouey.  The motion carried.

 

At this time Mayor Gitz reported that he and Mr. Harman had looked at Mabel Drive which is in bad shape.  Mr. Harman reported there are two bad areas – standing water at the north entrance going toward the lake.  He stated that the two culverts need to be tied in and that three to four inches of gravel put in; also at the Museum where the garbage truck turns in to pick up he said part of the driveway needs to be taken out and have it widened for better access and then overlay the remainder of the street.

 

At this time Mayor Gitz asked for a motion to amend the agenda to include Mabel Drive.  A motion to amend the agenda was made by Councilman Badeaux and seconded by Councilman Bounds.  The motion carried.

 

Mayor’s report to Council – at this time Mayor Gitz reported he had met with the Parish President, Maritime Museum Board and engineers seeking funds for the lighthouse project.  He also reported that he and Councilman Badeaux had met with T Baker Smith and the Parish regarding the traffic problems in Madisonville.

 

Pay approved invoices – approval to pay invoices was given on motion of Councilman Bounds and seconded by Councilman Badeaux.  The motion carried.

 

At this time Councilman Pelloat referred to the minutes for February stating that the Council did not make a “recommendation” it was just to go to the Planning & Zoning Commission for consideration.  The Clerk stated she would check her notes to verify.

 

Adjournment – the meeting was adjourned on motion of Councilman Ostendorf and seconded by Councilman Badeaux.  The motion carried.
