Call Meeting to Order- Mayor Pelloat

  • January 9, 2019 Minutes Approved
  • December 2018 Financial Statements Approved
  • Public Comment Period-
  1. Several people from the audience stood to speak for and against having roosters/ chickens in Town. The people for it cite that it is what gives Madisonville it’s small town feel. The people against roosters/ chickens cite them as a noise/ smell nuisance.
  2. Lora Haddox stood for the Maritime Museum to list current events- The Wooden Boat Fest October 12-13, 2019 and a golf tournament May 17, 2019. The museum is now on Amazon Smiles, which allows them to earn .5% on every Amazon purchase made through Amazon Smiles when the Lake Ponchartrain Basin Maritime Museum is chosen.
  3. Robin Eckert from the Garden Club announced their March 9, 2019 annual Garden Show from 9-3pm.
  4. Mayor Pelloat offered Ms. Diane Burkhardt of the Mimosa Queens a proclamation making her an honorary citizen of the year.

Old Business:

  • Nuisances (Rooster/ Noise)- Councilman Hitzman asked if there was a difference between a barking dog or a crowing rooster becoming a nuisance. Discussion ensued with council and audience. Bruce Danner read a proposed change to Chapter 8 ordinances pertaining to animals. Councilman Hitzman read possible ordinance that he created based on existing ordinances from Abita Springs and Youngsville. Mayor Pelloat suggests council further discuss at February 27, 2019 Public Committee meeting.
  • DeZaire Marina- Owner Tony Zalenca requests conditional use on his marina to allow for The Blind Tiger restaurant. Councilman Doran suggests waiting for master plan from CPEX before approving. Motion to approve conditional use made by Councilman Haddox, seconded by Councilman Bounds, approved by Councilmen Hitzman, Bounds and Haddox- opposed by Councilmen Bouey and Doran.
  • Lake Ponchartrain Basin Maritime Museum- Alexis Hocevar stood to give an update on the new management agreement. He stated that it increased their applicants from 2 to 20.
  • Annexation- Councilman Doran makes a motion to postpone discussion on annexation until after CPEX master plan is made known. The motion is seconded by Councilman Hitzman and passed with all in favor.

New Business:

  • Sawmill Docks- Brett Freret requested a conditional use for a restaurant on the subdivided lot. A motion to approve was made by Councilman Haddox , no second. Councilman Hitzman requests a better understanding of the proposal, discussion ensued. Councilman Doran makes a motion to revisit the request after the master plan is made known, no second. Councilman Haddox makes a motion to approve conditional use again, it is seconded by Councilman Hitzman, opposed by Councilmen Doran, Bouey, and Bounds. This will be on the agenda for the Public Committee Meeting in February.
  • Dixie RV requests conditional use for parking at 406 Main St. This will be for restaurant employees and will be fenced and landscaped. Motion to approve made by Councilman Bouey, seconded by Councilman Haddox, passed with all in favor.
  • Parking- Councilman Doran suggests changing existing ordinance to be 1 parking spot per 3 people, with 1 additional spot per employee. This discussion will be postponed to the February Public Committee Meeting.
  • Resolution to retroactively ratify previous and current clerk- motion to approve by Councilman Doran, seconded by Councilman Bouey, passed with all in favor.
  • Monthly Department Reports:

Engineering- Mr. Joe Harmon told the status of several projects.

Police Department- Chief Tyrney states that January 2018 there were 31 citations issued, but in January 2019 there were 173 issued. Chief attended a school for Police Chiefs and was reciting some statistics he learned.

Maintenance- Public Works Director Kyle Matthews reported 9 new gas customers, Southern Oaks subdivision is nearing completion, new tennis wall was installed, and the Mayor signed an application for an energy efficiency grant to replace all the lightbulbs in town with LED’s.

Permits Department- Building Official Al Courouleau reported 1 commercial renovation and 2 new residential construction permits

Town Attorney- Bruce Danner recited some of the things he had worked on: annexation concerns, census, council, Investar bank title issue, Maritime management agreement, Municode, STMS meeting, SBA consult

Cultural Arts Director- Iris Vacante told of the Krewe of Tchefuncte boat parade on February 23, 2019 with the Chopper Leone as Grand Marshall, Heritage Bank is hosting a free music event on April 14, 2019 from 4-6pm, and the ground penetrating radar has been finished at the cemetery.

Comments by Council- none

Mayor’s report to Council- Mayor Pelloat said Abita Roasting had applied for their permits, congratulated Iris on all the work she has done for the Krewe of Tchefuncte parade, and explained the audit report that the Council received a copy of. There was only one finding, and that issue was immediately fixed.
