Public Committee Meeting Minutes

Wednesday, January 23, 2019

Call To Order- Mayor Jean Pelloat

Roll Call- Alicia Watts- All Present

Pledge- Councilman Haddox

Parks and Recreation: Nothing to discuss

Finance:

SBA- Cell Tower Agreement- Town Attorney Bruce Danner explained that the agreement was presently pending a site and proposal review.

Town Building Quotes- Mayor Pelloat told the Council about the condition of the police station, the rotten window sills and the leaking windows. The Town received a quote for $52,000.00 to tear off siding, replace it and paint. The Mayor asks approval to go forward, no opposition was raised.

Operations and Maintenance:

DeZaire Marina- Tony Zalenca, owner of DeZaire, showed the Council the plans and explained to the audience the concept of the restaurant, how it would be constructed, and the parking. The Council and the audience had many questions, all were answered and discussion ensued.

Sawmill Docks- Erin Poole, owner, requested a conditional use to allow for a bar/ restaurant. Ms. Poole was directed to the February 5, 2019 Planning and Zoning Meeting.

Annexation- The Mayor explains that the Town was approached by Buddy Coates and some business owners to annex from DeZaire to the west side of Hwy 21, the Ostendorf property to Hwy 1077 back to DeZaire. Mr. Coates proposes a subdivision along Hwy 21, which would include building a new road, running the water line to the subdivision, and creating a new wastewater treatment plant that would then be dedicated back to the town.  Some of the businesses involved, Keith Young’s, Pennington’s Nursery, Deninger Cemetery and Starvation Landing have shown interest in being included. The new water line extension and treatment plant would enable these businesses to benefit without added cost to the Town. The Mayor states that this would keep the existing sewer from being impacted, and that the Town Engineer has already stated that the Town’s water supply is more than sufficient to handle this request.

Animal Ordinance- Councilman Hitzman recites some ordinances from other municipalities about nuisances/ farm animals. Councilman Hitzman opens the subject for discussion, stating that some other municipalities treat the rooster/ chicken noises as a nuisance and asking for feedback. Citizens expressed their views, both for and against, about limiting the number of chickens, banning roosters, or treating the noise as a nuisance on a case by case basis. This matter will be discussed further at the February 13, 2019 Council Meeting.

Public Safety: Nothing to discuss

Public Comment Period:

Earlier in the meeting, some citizens had voiced concerns about the state of the sewer plant, citing a strong odor. This issue will be looked into by the Town maintenance crew.

Parking and traffic was a concern by some of the audience members.
