PH and Regular town Council Meeting Minutes

Town of Madisonville

Wednesday, January 9, 2019

7:00 p.m. 

Public Hearing:

Call to Order- Mayor Pelloat

Roll Call- Town Clerk Alicia Watts- Everyone present

Amend Ordinance Chapter 10, Section 10.3- Definitions, to add the definition of “ Construction Fill”- no comments.

Adjournment- Motion made by Councilman Bouey, seconded by Councilman Doran, passed with all in favor.

Regular Town Council:

  • December 12, 2018 Regular Town Council Meeting Minutes- approved
  • November 2018 Financial Statements- approved
  • Public Comment Period- none

Old Business:

  • Chicken Ban- Councilman Hitzman asks for discussion and opinions on the Town banning roosters/ chickens inside city limits, citing that surrounding municipalities already have these ordinances in place. It was discussed by Council and the audience, and the Mayor requested Councilman Hitzman draft an ordinance and bring to January’s Committee Meeting for further discussion.

New Business:

Motion made to amend agenda to discuss/ vote on amending Ordinance Chapter 10, Section 10.3, to add definition of construction fill by Councilman Bouey, seconded by Councilman Haddox, passed by all in favor. No comments or discussion. Motion to approve amendment made by Councilman Doran, seconded by Councilman Bouey, passed with all in favor.

  • DeZaire Marina, 205 Main St., requests a conditional use variance to allow Blind Tiger Restaurant on Marina zoned property. Mr. Zelenca, owner of DeZaire, stood to introduce the idea and his goals for it, then Mark Salvetti explained the restaurant layout and showed pictures and plans. This will be further discussed at the January 23, 2019 Public Committee Meeting.
  • Lake Ponchartrain Basin Maritime Museum- Alexis Hocevar requested  an amendment to the original management agreement to allow the Director to possess 5 years of experience in EITHER institutional administration or curatorship. Motion made by Councilman Hitzman to approve, seconded by Councilman Doran, passed by all.
  • Friends Property- Motion made to enter Executive Session by Councilman Bounds, seconded by Councilman Doran, passed by all.

Motion to exit Executive Session made by Councilman Doran, seconded by Councilman Hitzman, passed by all.

Town attorney Bruce Danner reads motion to authorize the Mayor to settle any title claims on the old Friends building on behalf of the Town. Motion to approve made by Councilman Haddox, seconded by Councilman Doran, passed by all.

  • Monthly Department Reports:

Engineer- Mr. Joe Harmon provides the status of several projects and grants.

Police- Chief Barney Tyrney cites 208 tickets written for December, spoke of the new officer Tony Holloway, spoke about Crossing Guard Cooper getting better.

Maintenance- Public Works Director Kyle Matthews reported 20 new gas customers, received $5800.00 from Madisonville Jr. High for park landscaping.

Permits- Building Official Al Courouleau reported 1 new residential permit and 2 plan reviews for new construction.

Town Attorney- Bruce Danner reported many of the things he had worked on in the prior month: Christwood gas line, Friends, Golf Carts, Madison Harbour, the Maritime Museum, etc.

Cultural Arts Director- the Krewe of Tchefuncte Mardi Gras ball is on February 9, 2019, tickets available online. The Krewe of Tchefuncte boat parade is February 23, 2019 at 1:00 p.m. The cemetery has had a crew shooting ground penetrating radar to help locate grave sites, and is in the process of receiving bids for fencing.

  • Comments by Council:

Councilman Bouey remarks on a house in disrepair and the Town ttorney states he will send them a letter.

No other comments.

  • Mayor’s Report to Council:

The Mayor reported the Crab Trap Ban from February 1, 2019 through March 2019.
