Town Council Meeting:

Call meeting to order- Mayor Jean Pelloat

Roll Call- Alicia Watts- all present.

  • Approval of September 12, 2018 Town Council Meeting Minutes                                                                                                                                                                                                                                                                                Motion to approve made by Councilman Haddox, seconded by Councilman Bouey, motion passed with all in favor.
  • Approval of September 26, 2018 Public Committee Meeting Minutes                                                                                                                                                                                                                                                                  The The approval was postponed due to questions regarding the minutes.
  • Approval of August 2018 Financial Statements                                                                                                                                                                                                                                                                                                        The approval was postponed due to questions regarding the statements.
  • Public Comment Period                                                                                                                                                                                                                                                                                                                                                Laura Haddox reported for the Maritime Museum about the upcoming events, The Wooden Boat Festival and the Jahncke Ship Yard opening, in October.                                                                                                                          Robin Eckert stood for The Garden Club to discuss preparations for the Scare Crow Contest and the Halloween festivities in the town on October 31, 2018.
  • David Ellis was not in attendance. Councilman Doran asked that he be put on the agenda for the next council meeting.

  • SBA- Cell Tower Agreement                                                                                                                                                                                                                                                                                                          Town Attorney Bruce Danner signed a contract with an attorney that specializes in cell tower contracts for advice, up to a $2000.00 limit.
  • Approval of Drew Brewster’s request to subdivide property at 105 Morgan St.                                                                                                                                                                                                                                                        Motion to approve made by Councilman Bouey, seconded by Councilman Hitzman, motion passed with all in favor.

New Business

  • Budget Amendment for FY2018                                                                                                                                                                                                                                                                                                                          Chief of Staff, Wayne Morlier, explained that an amendment is required any time there is more than a 5% increase/ decrease in either total revenues or total expenditures between the actual and the original budget. Mr. Morlier went over the spreadsheet highlighting the variances and the reason for them. Motion was made to approve by Councilman Haddox, seconded by Councilman Doran, motion passed with all in favor.
  • Moratorium on all commercial, institutional, and multi family dwellings in excess of 5000sf.                                                                                                                                                                                                                          Councilman Doran stated his thoughts on how large buildings impact communities and that he would like to bar all further commercial buildings over 5000sf until CPEX finishes the master plan for the town. Discussion ensues. The Mayor, Councilman Haddox, Councilman Hitzman and Councilman Bounds think moratorium is a negative thing. Councilman Bounds challenges council to address ordinances. Councilman Doran requests an amendment to the current commercial building ordinance to add institutional buildings, to be on the agenda for both the October 24, 2018 Public Committee Meeting and the November 14, 2018 Council Meeting.
  • AMS Agreement                                                                                                                                                                                                                                                                                                                                                         A resolution was read for the mayor to enter into an agreement with a collection agency, AMS, for the purpose of collecting past unpaid utility bills and traffic fines. The company will collect 100% owed to the town at no charge to the town, and will add their fee, not to exceed 30% to the customer. Councilman Bouey made the motion to approve, seconded by Councilman Haddox, motion passed with all in favor.
  • Monthly Department Reports
  1. Engineer- Mr. Joe Harmon gave a summary of grants applied for. The grant for the rehabilitation of the 3 sewer lift stations has passed the bond commission and is waiting on the Cooperative Endeavor Agreement from Facility, Planning and Control. There are 7 more grants awaiting approval. The bid opening for the US 190 gas extensions is set for October 23, 2018.
  2. Police Department- Chief Barney Tyrney tells the public that this past September has brought 120 more tickets than September 2017, that the speed trailer study reported 11,000- 13,000 cars drive Hwy. 22 daily, and that Sergeant Ryan Mahne is leaving and that there will be 2 openings for police officers available.
  3. Maintenance- Public Works Director, Kyle Matthews, reported 22 new gas customers, that there is a new gas main on Mitchum Rd., the Hwy. 190 gas extension, that there has been 2 park slides added, there is a maintenance worker position available, and that Kyle has locked 25% of the estimated winter gas load in at the lower summer rate.
  4. Permits Department- Building Official Al Courouleau reports 6 new permits for September 2018.

         At this time, a survey the state did to show right of way was discussed. Improvements to Skooters’ parking lot were also discussed, with approval from everyone participating.

       5. Town Attorney- Bruce Danner wrote that he had been involved with the AMS Agreement and Resolution, had talked to the attorney helping with the SBA Cell Tower advice, had meetings with Municode, attended all town meetings, had                         contacted Attorney General about golf cart laws, handled 2 public records requests, and spoken to different parties about the proposed cell tower on Hwy 22.

  • Comments by Council
  1. Councilman Bounds mentioned there was grafitti on the playground equipment and Kyle Matthews offered to check it.
  2. Councilman Hitzman had no comment.
  3. Councilman Haddox commented on the upcoming December 5, 2018 CPEX master plan update.
  4. Councilman Doran stated how happy he was with CPEX.
  5. Councilman Bouey had no comment.
  • Mayor’s Report to Council                                                                                                                                                                                                                                                                                                                                  Mayor Pelloat stated that Trinity Ship Builders would be reopening soon, announced the STMA Quarterly Meeting would be held October 17, 2018 at the Bogue Falaya Park, and announced upcoming events.
