CALL TO ORDER – Mayor Jean Pelloat

  • Budget Amendment for FY2018                                                                                                                                                                                                                                                                                                                                  Chief of Staff Wayne Morlier informed the council of the FY 2018 budget amendment needed. With a spreadsheet, Mr. Morlier explained that an amendment is required any time there is more than a 5%  increase/ decrease in either total revenues or total expenditures between the actual and the original budget. He explained the reasons why the Sales Tax Fund total revenues and total expenditures exceeded the 5% threshold. Mayor Pelloat stated that the Council would be asked to approve the amended budget during the October 10, 2018 Council Meeting. 
  • SBA- Cell Tower Agreement                                                                                                                                                                                                                                                                                                                                        Mayor Pelloat asked Town Attorney, Mr. Danner, to address this topic. Mr. Danner stated he had attended a webinar concentrating on cell tower contracts and leases, and had spoken with an attorney that specializes in those matters. The attorney told Mr. Danner that he was available for consultation, for an hourly rate. Councilman Haddox discusses using the attorney and his firm to research the fair market value of the cell tower proposal.
  • Request for New Cell Tower Permit                                                                                                                                                                                                                                                                                                                    Councilman Bounds arrives                                                                                                                                                                                                                                                                                                                                       Mayor Pelloat discusses request for a permit from T Mobile to build a cell tower. The town is researching the ordinance requirements.

OPERATIONS AND MAINTENANCE:

  • Request by Drew Brewster to subdivide property at 105 Morgan St.                                                                                                                                                                                                                                                                      Mr. Brewster brought plans to show proposed changes, including up to 13 parking spots, reserving shrubbery and Oak tree. Councilman Doran requests formal survey be submitted before council approval.  
  • Mayor Pelloat requests amendment to agenda to allow Abita Roasting Co. to speak.                                                                                                                                                                                                                                          The owners of Abita Roasting Co. brought their plans for expansion to the back of the existing building. The plans show the addition will keep inside of the existing sidewalks and shrubbery, and will not add any extra seating or take from the existing parking. Councilman Doran requests getting Fire Marshall approval before Council approves.
  • St. Anselm Catholic Church                                                                                                                                                                                                                                                                                                                          Councilman Doran stated he has received calls from the finance director of St. Anselm to discuss their next steps to receiving a permit. Councilman Doran requests a moratorium be considered for all commercial/ institutional construction over 5000sf. This matter will be discussed further at council meeting .
  • Friends                                                                                                                                                                                                                                                                                                                                                                  Councilman Doran informed the council that he had reached out to a realtor to let them know there was sufficient parking for the second floor only, and was told that all interested parties would be notified.
  • Sidewalk Improvements                                                                                                                                                                                                                                                                                                                                               Mayor Pelloat invited questions by the councilmen on any improvements being made to the sidewalks in town. Discussion ensued.

  • Skooters Grill & Yogurt Parking Lot                                                                                                                                                                                                                                                                                                                           Councilman Doran informed the council that he had talked to Mark Badeaux about the liability of the rebar/ cement posts in the Skooters parking lot. Mark Badeaux stated that he was in favor of removing them with help from the town, as was offered by Councilman Doran.

 

Public Comment Period:  members of the audience will have three (3) minutes to make a statement or express a concern.  (Anyone having or expressing a concern tonight may or may not get an answer due to the fact that the council is hearing the concern for the first time.   All statements will be considered and everyone will receive an answer in the near future).

Discussion started by Councilman Doran about changing ordinances, adding restrictions for height and size. Councilman Bounds and Councilman Hitzman will request CPEX come to the council meeting to discuss possible help with updating ordinances.

Adjournment

Councilman Haddox made a motion to adjourn, Councilman Hitzman seconded the motion, motion passed with all in favor.
