Public Committee Meeting

October 25, 2017

CALL TO ORDER – Mayor Jean Pelloat

PARKS AND RECREATION:

  1. Update on Pine St Park and Playground

Mayor Pelloat gave the report stating that the parking lot looks good and that the brick fence with signage will be done next.  Councilman Doran asked that the blacktop be looked at as it does not appear to be seamless.

  1. Utility Rate Review ---- Gas, Water, Sewer, Garbage/Trash

Mayor Pelloat stated that the only change to the ordinance introduced at the October 11, 2017 Regular Town Council meeting is a recommendation to maintain the commercial/school rate the same as residential.

       2. Cell Tower

Mayor Pelloat stated that there is no new information from the firm that made the offer. Councilman Haddox stated that can be no action until a contract is received back with partial or full amounts.

  1. Review the scope of work and price submitted by Joseph Furr Design Studio for the Town Of Madisonville

There was much discussion about the Furr proposal and how to fund the project.   Discussion also included three options for the Master Plan in considering the Furr proposal; solicit businesses willing to contribute to the project, pay out of General Fund splitting cost between two budget years, or look at other firms .  Councilman Haddox also offered a suggestion to have a 1% increase in sales tax on food and wine that is consumed within the Town’s limits. Discussion continued on the Master Plan including how to fund its cost and how grants could be obtained to offset some costs.  All councilmen present suggested using Mr. Furr but wanted Councilmen Bounds and Hitzman’s input prior to moving forward. Mayor Pelloat stated there are several improvements that could help the Town become more pedestrianly friendly.

Public Comment Period:  members of the audience will have three (3) minutes to make a statement or express a concern.  (Anyone having or expressing a concern tonight may or may not get an answer due to the fact that the council is hearing the concern for the first time.   All statements will be considered and everyone will receive an answer in the near future).

Ms. Judy Darby was the only Town resident present.  Ms. Darby commented on the Town’s Master Plan project.  Ms. Darby stated she is not in favor of spending money on the project and is satisfied with the Town as is.  She suggested that someone must know Mr. Furr; however, Mayor Pelloat and Councilmen Haddox, Bouey, and Doran stated they did not know Mr. Furr except that he has done a lot of good work for Coquille Parks and Recreation. 

Mayor Pelloat stated that residents assume the property from the sidewalk to the street belongs to them and therefore they do not wish any changes that would change their use of that property.  He further stated that the property belongs to the Town and is subject to improvement.

Motion to adjourn made by Councilman Haddox, seconded by Councilman Bouey, and approved by all in favor.
