Planning and Zoning Commission Meeting

October 3, 2017

7:00p.m.

The meeting was called to order by Roland Morris.

On roll call the following were present:  Roland Morris, Myron Bourg, Jerry Lange, Harriet Stafford and Sandra Mendow.

Mr. Morris asked for approval of the September 5, 2017 minutes.  Mr. Bourg made a motion, Ms. Staffford seconded, all were in favor

Mr. Morris opened for discussion the following Public Hearing agenda item.  Mr. Morris pointed out that the only agenda item is a request by Mr. Warren Davie and that no vote would be taken at this meeting.

 

Public Hearing Agenda Item

A request to rezone portions of property from W-Wetlands to Cl-Community Business District, M-Marina District, and A-Residential District. Petitioner: Warren Davie

Mr. Davie was present and was given the floor.  Mr. Davie stated that he is adding on to a building at the end of Lake Road and that he expects to use the house as his residence.  He said that his plan for an RV park, Marina and residential area includes access to the Lighthouse, saving marsh land, building a sand barrier and improving Lake Road. He said that all these improvements will be great for the Town. 

Mr. Davie stated that working in partnership with State and Federal entities, Lake Road will be raised a minimum of five feet, a walkway to the Lighthouse would be built, rock barriers and a jetty would protect and restore marsh land as well as the Lighthouse.  Additionally, he would reclaim land that has been covered by water by dredging the Tchefuncte and using the spoils to fill in the marsh land for the proposed development.  Mr. Davie stated that his project could well result in protecting the Town from storm surge and flooding.

Several attendees in the audience then spoke.  Most were against the project. Those against the project expressed concerns relative to drainage, traffic, flooding, type of strangers that come with RV parks, impact to the Town’s quaintness, Lake Road issues, bulkhead elevation, and in general, the project is wrong for the Town.  There were a few individuals who thought Mr. Davie should be given a chance to prove the project’s worthiness.

The Planning and Zoning Commission members shared most of the concerns expressed.  No way forward was provided by Mr. Davie or the Commission.  Mr. Bourg made a motion to adjourn, Mr. Lange seconded, and all were in favor.
