Public Committee Meeting
May 24, 2017
7:00 p.m.

The meeting was called to order by Mayor Pelloat.
On roll call, the following were present:  Mayor Pelloat, Councilman Bounds, Hitzman, Haddox, Doran and Bouey.
The pledge was led by Councilman Doran.

At this time, the Agenda was amended to go into Executive Session on motion of Councilman Bounds and seconded by Councilman Bouey.  Roll call vote was as follows:
Yeas:  Councilman Bounds, Bouey, Bounds, Hitzman, and Doran; Nays: 0; Absent: 0. All were in favor.

At this time, the Executive Session was adjourned on motion of Councilman Hitzman and seconded by Councilman Bouey.  Roll call vote as follows:  Yeas:  Councilman Hitzman, Bouey, Bounds, Haddox and Doran; Nays: 0; Absent: 0,  All were in favor.

Parks and Recreation: Committee Members – Councilman Tim Bounds, Councilman Chris Hitzman
1.  Policies and Procedures for the rental of the park and playground – Councilman Bounds reported they had received feedback on what was presented and addressed the issues. Mayor Pelloat inquired if the per-field rate on page 1 included lights and was answered no it does not; page 2 is out of district fee 30% higher – answered yes; page 2 #8 typo – signed; page 3 #2 – eliminate if all in agreement; page 5 field prep fee – remove.
2. Annual Docking (mooring) stickers – this item was tabled.

Finance:  Committee Members – Councilman Chris Hitzman, Mayor Pro Tem Brad Haddox
1.  Budget:
Rolling millage forward – Mayor Pelloat stated this was advertised and a public hearing will be held at the June meeting.
Proposed Budget FY 2017-2018 – Wayne Morlier reported no changes had taken place since the last meeting.  It was asked that the cell tower item be corrected and motion picture item be removed; salaries – recommended to put one employee on salary at agreed upon amount by Finance Committee; recommended a 1% increase for all hourly employees; increase legal fees to $36,000 per year; recommended increase in Mayor’s salary.  Mayor Pelloat announced the budget will be on the June agenda for adoption and that an ordinance to increase the mayor’s salary would need to be introduced at the June meeting.

Operations and Maintenance – Committee Members – Mayor Pro Tem Brad Haddox, Councilman Jim Bouey
1.  Fire Prevention Ordinance No. 142 – no questions or comments.
2. Review list of ordinances previously discussed for change – after having been presented at previous meetings the ordinances, 1) building permits, 2) Fill regulations, 3) Lot sizes, 4) town property, and 5) Residential District, were reviewed by Mr. Danner and prepared for introduction at the June meeting.

Public Safety: Committee Members – Councilman Kevin Doran, Councilman Tim Bounds
1. Parking on Water St. – no questions or comments.

At this time Mayor Pelloat reported that on the web-site under News and Information is a notice regarding anyone wanting to provide feedback on the drawbridge; he reported the study being done on the red-light and bridge hours  has been completed but a study will be done on speed, pedestrian traffic and timing of the light.

At this time, Councilman Bounds reported that foliage is blocking the light coming from the east.  Also at this time Councilman Doran asked for an update on the Friend’s building – Mayor Pelloat reported no progress.

There being no further business the Public Committee Meeting was adjourned on motion of Councilman Haddox and seconded by Councilman Bounds, all were in favor.
