Public Committee Meeting
February 22, 2017
The meeting was called to order by Mayor Pelloat.
On roll call the following were present: Mayor Pelloat, Councilmen Bounds, Hitzman, Haddox, Doran and Bouey.
At this time Mayor Pelloat stated that Kyle and Jewell were present as an advisory group.
PARKS AND RECREATION:
1. Policies and Procedures for the rental of the park and playground – Councilman Hitzman reported they have met and reviewed the procedures of Pelican and Coquille and would like to mirror Coquille as much as possible. Mayor Pelloat reminded them that after July 1 there would be no parking due to the construction. Councilman Bounds stated that in a few weeks they would have some recommendations.
2.Pine Street park improvements – Mayor Pelloat reported that at the last council meeting the engineer was give authorization to move ahead with the plans and specs.
3.At this time Mayor Pelloat presented pictures of the pavilions that will be built at the boat launch and that the construction of the guard rails has started. The cost is $58,000.00. Kyle reported that the pavilions are built to withstand up to 140mph winds, they are powder coated to resist rust. He reported the town will be responsible for the cement pads for the pavilions.
4.Mayor Pelloat presented a proposed ordinance for a rate increase for the Villages at Bocage. He reported that Tangipahoa Water has increased their fees and the Town will need to increase its fee in order to not sustain a loss. Mayor Pelloat stated the ordinance would be voted on at the March 2017 meeting and go into effect in April 2017.
OPERATIONS AND MAINTENANCE:
1.No fireworks ordinance - A proposed language for an ordinance regarding the sale of fireworks within the corporate limits of Madisonville was presented and Mr. Danner will have it ready for introduction at next month’s meeting with a public hearing in April.
2.Councilman Haddox reported he met with Jewell and reviews the ordinances previously discussed and he presented a list of the items agreed upon: i.e.: Permitting software, adopt an ordinance for code enforcement, identify non-conforming zoning issues and develop a plan to bring into compliance, review permit fees, etc. (see attached).
1.Groundwater Protection Ordinance – after discussion of change made to page five item five it was stated that the ordinance will be introduced at the March 2017 meeting and a public hearing will be held at the April 2017 meeting.
