October 26 2016 Public Committee Meeting Minutes

Public Committee Meeting

October 26, 2016

7:00pm

 

 

 

The meeting was called to order by Mayor Pelloat.

Roll call was as follows:  present:  Mayor Pelloat, Councilmen Hitzmen, Haddox, Doran and Bouey; Councilman Bounds was absent.

Due to the absence of Councilman Bounds, the pledge was led by Councilman Hitzman.

Parks and Recreation-Committee Members:  Councilman Time Bounds and Councilman Chris Hitzman-1. Pine Street Park – Councilman Hitzman reported they have met with Coquille and the site people and have reviewed the plans.  They will go back and reconfigure some things and will get the new plans in a week or two.  He reported the new playground equipment will cost approximately $200,000-$250,000.  Councilman Hitzman reported that once the final drawings are received the project will be done in phases.  He reported they are also working with Coquille to redo the parking at the fields on Pine St. which will make the spaces look more uniform and easier to maneuver in and out.

Finance - Committee Members:  Mayor Pro Tem Brad Haddox and Councilman Chris Hitzman - 1.  Sale of cell tower- Mayor Pro Tem Haddox stated this matter has been discussed quite a bit and stated that someone who is in this business reviewed the offer and was told it is a generous offer.  It was stated the funds could be designated to be used as matching funds along with grant monies.

Operations and Maintenance – Committee Members: Mayor Pro Tem Brad Haddox and Councilman Jim Bouey – 1.  Noise ordinance/band permits – after discussion the hours were determined as follows:  outside hours within 500 ft. of residential area the hours would be Sunday through Thursday 10:00pm and Friday and Saturday would be 12 midnight; inside hours would be 2:00 am.  It was also determined that the annual band permit fee would be $600.  It was suggested that different times for 6-7 holidays (i.e.-New Year’s Eve, Labor Day, Memorial Day, July 4th, Wooden Boat Festival and Halloween) be considered.  2.  Orange cones, plantings on town property – after discussing the cones and planting on town property the following were in favor of removing them: Councilmen Doran, Bouey, Hitzman and Haddox.

Also, it was reported by Mrs. Sandra Mendow there are several business signs blocking sidewalks.  Mayor Pelloat asked that she provide a list of the areas.

Public Safety – Committee Members:  Councilman Kevin Doran and Councilman Tim Bounds – 1.  Golf carts on municipal streets – Councilman Doran’s opinion was to handle the situation if it becomes an issue; Councilman Bounds via written opinion – not an issue, remove it from the agenda – a law is already in place and should govern the town.  Councilman Haddox abstained.

 

Mayor Pelloat asked for a motion to amend the agenda to include employee benefits.  A motion to amend the agenda was made by Councilman Haddox and seconded by Councilman Doran.  The motion carried.

At this time a motion to go into executive session to discuss employee benefits was made by Councilman Doran and seconded by Councilman Haddox, all were in favor.  The executive session was adjourned on motion of Councilman Doran and seconded by Councilman Haddox.

There being no further business the public committee meeting was adjourned on motion of Councilman Haddox and seconded by Councilman Bouey.  The motion carried.
